The participation of persons with disabilities in elections is crucial for the democratic process, yet they often face various barriers, particularly in accessing polling stations and information. Despite the legal framework provided by Undang-Undang No. 8 tahun 2016 on the rights of persons with disabilities, their involvement in elections remains limited. This study aims to explore the factors that support and hinder the participation of persons with disabilities in the 2024 Pemilihan Kepala Daerah (Pilkada) in Gorontalo Province, focusing on the efforts made by the Komisi Pemilihan Umum (KPU). Using a qualitative descriptive approach, data were collected through interviews, observations, and document analysis. The findings indicate that KPU’s efforts to increase participation include providing accessible information, such as Braille ballots for blind voters and sign language interpreters for hearing-impaired voters. However, challenges such as technical barriers, insufficient facilities, and limited outreach to all groups of persons with disabilities remain significant issues. The study concludes that while progress has been made in improving access, overcoming these barriers requires collective efforts, training, and social awareness. The study emphasizes the importance of inclusive strategies to ensure that persons with disabilities can exercise their right to vote freely and independently.
